What moves property value between Hervey Bay localities

Hervey Bay is one long city on the map and a string of separate localities on the title. Pialba, Scarness, Torquay, Urangan, Point Vernon, Kawungan, Eli Waters and the rest each carry their own name, and a valuer compares a property with sales from the same part of the bay before reaching further. The factors below are the ones most likely to separate two addresses that look alike in an advertisement.

Flood and storm tide mapping

The Fraser Coast Planning Scheme 2014 maps two water risks separately. The Flood Hazard overlay, OM008, covers stormwater and riverine flooding. The Coastal Protection overlay, OM006, is the layer the council's property flood search form tells you to load to check storm tide. The form says to check both layers so no type of flooding is missed.

The flood mapping has recently changed. A temporary local planning instrument, TLPI 01/24 Flood Hazard Area, replaced the flood hazard maps for six catchments, including Eli Creek and Bunya Creek, from 7 March 2025 to 7 March 2027. The new maps show the 1 per cent annual exceedance probability flood and allow for climate change. The council says the instrument changes minimum habitable floor levels for new development and no other assessment criteria.

An overlay does not say how a particular house behaves in a flood. It does tell a buyer, a lender and a valuer that the question needs an answer. The council sells a property flood search, at $124 for a standard response within 10 business days or $249 for an urgent response within 5, giving property-specific information for stormwater, riverine and storm tide flooding. The same form points to council's free online mapping as the place to start.

Erosion along the foreshore

Council's beaches and coastlines page describes a Shoreline Erosion Management Plan covering 112 kilometres of shoreline from Burrum Heads to Tinnanbar, with a Stage 3 plan now under way location by location, and publishes erosion prone area mapping. The first Stage 3 plan council has commissioned covers the Hervey Bay shoreline between Halcro Street and Dayman Park. A beachfront address on the Esplanade and one a few streets back can fall on different sides of that mapping.

Proposed changes should be kept separate from adopted ones. Amendment Package 1 to the planning scheme proposes Coastal Hazard Resilient Precincts and Flood Hazard Resilient Precincts, according to the council's consultation page. The council's planning scheme amendments page says consultation has closed and submissions are being reviewed. Until it is adopted, it is a proposal and not a control on any lot.

What is standing on the land

The 2021 Census counted 82.2 per cent of occupied private dwellings in the Hervey Bay urban area as separate houses, 12.5 per cent as semi-detached, row, terrace or townhouses, and 3.0 per cent as flats or apartments, according to ABS QuickStats. The median age was 51, and 43.3 per cent of homes were owned outright, against 29.1 per cent across Queensland.

Because detached houses dominate, the building usually drives the difference between neighbours more than the block does. Age, construction, floor level, size, condition and additions such as a shed or pool are what a valuer weighs once the locality and the overlays are known.

Residential parks and retirement villages

Some Hervey Bay housing is not bought with land at all. Under Queensland's 2003 law on manufactured homes in residential parks, a site agreement lets the home owner rent a particular site to position their manufactured home, as Business Queensland explains. The rights being valued are the home and the agreement, not a freehold lot, so sales of houses on their own land are not comparable evidence.

Council rates retirement villages and residential parks in categories of their own. Its 2026/27 ratepayer information rates them by the number of independent living units, in bands from 2 to 10 units up to 480 to 499.

Infrastructure: built, under way or proposed

Check the status of a project before giving it weight. The Queensland Government's Hospital Rescue Plan page for the Hervey Bay Hospital expansion, last updated April 2026, says construction is progressing on a new helipad and a 35-bed expansion. That is work under way, not a completed facility, and its effect on nearby values is not fixed in advance.

Checking sales yourself

The Valuer-General's 2024 overview for the Fraser Coast, kept as an archived copy, put the overall median for residential land at $227,500 at 1 October 2023, up 44.4 per cent, and named population growth, interstate buyers drawn by affordability and scarce supply in some locations as the drivers. It noted that some of the larger increases were in near-waterfront localities. Those are land figures for the whole council area, three years old, and they do not price any house.

For a current view, compare recent settled sales of similar houses in the same locality. A signed report attaches the sales it relied on, so you can see which localities and dates the evidence came from.

To have an address assessed with an inspection, order a certified Hervey Bay valuation. If the overlays or a park agreement complicate the picture, describe them through the contact page first.
